Autoload stubs

I am starting to generate these automatically, with a filename made from the name of each directory. The code for this is in ../elisp-dev-tools/update-autoloads.el.

generated-autoload-file must be set appropriately in each file. I do this in jcgs-emacs-lisp-mode-hook which is defined in ../mode-setups/lisp-mode-config.el.
